Why don't you compress AkelPad.exe using UPX (http://upx.sourceforge.net/)
It would decrease the size from 152 to 59 kB => smaller than NotePad.exe (65 kB on XP).

It will not decrease distributing package. If someone want to use smaller executable (e.g. on portable devices), they can pack an exe.
