1. Dowload latest English.rc file from:

http://akelpad.cvs.sourceforge.net/*checkout*/akelpad/akelpad/AkelFiles/Langs/Resources/English.rc

2. Replace strings in English.rc quoted with " symbol with your language.

To generate DLL you need Visual C++.
