Is it possible to change the caret blinking rate / speed?

How to Change the Blinking Rate of the Insertion Point:

1. Click Start, point to Settings, click Control Panel, and then double-click Keyboard.
2. Move the Cursor blink rate slider where you want it.
3. Click Apply, and then click OK.

U should include that u mean "Start" in the windows task bar and not inside akelpad. and that u are talking about changing the system wide setting. It took me several minutes to figure this out. (In notepad++ this can be customized for the app only.)
