I tried googling and searching on here, what is this feature used for?

Seems to be a translation inaccuracy.
Should be "Preserve file time".

It preserves file time. I.e. when you modify and save a file, its "modification date" remains unchanged - this can be inspected in file's properties (e.g. Alt+Enter on a file in the Explorer).
