Toolbar icons are missing on XP-64 - just have blank buttons

Running the PortableApps version of AkelPad 4.9.4 (x64).
When I plug my PA thumb drive into my Windows 10 PC, all of AkelPad's toolbar buttons look fine - but when I plug PA into my Win-XP/64 PC, the second row of AkelPad's toolbar buttons is missing their icons ... just blank buttons.
Not sure which version of AkelPad this started with.
I'm guessing that the second toolbar row is presented by the Toolbar Plugin ... and I'm guessing that the plugin's icons are in an internal resource and have been rendered in an image format that does not display on Win-XP/64.
Can anyone confirm my guess, or else point me in the right direction?
