Using AkelPad 4.9.4 32-bit on Windows XP, I found that I was able to edit a R/O file and save it without having to change the name.
Notepad refused to save the file, if edited.

Has anyone else noticed this?

You can turn on "Save in read-only files warning" (Main menu -> Options -> Settings... -> Advanced).
