Have a look at the latest User Manual (CHM file, v12.08.24), Appendix E (Settings). The individual bits are documented there, discovered by experimentation.

Can you also add descriptions for GUI options (MouseOptions and TabOptionsMDI) in AkelHelp-Rus.htm?
Then will be able to use it in the script AkelPadManualSettings.js.

errr, seems like I have different versions of rus and eng docs, but I don't know how this could happen.
Do doc files get updated automatically along with AkelPad update?
If so, then how could that happen, that my rus doc file is fresher than eng doc file, if
1. I'm sure I didn't update them manually
2. I use english locale in AP.

1. А при чем здесь локаль? Язык в редакторе вы можете выставить хоть корейский, но это не означает, что вы получите и корейскую справку.
2. Что было выбрано в AkelUpdater-е (rus|eng)? Если первое, то скачивается "AkelPad-4.9.0-bin-rus.zip", а там только "AkelFiles\Docs\AkelHelp-Rus.htm". И наоборот, если "eng", то скачивается "AkelPad-4.9.0-bin-eng.zip", а там только "AkelFiles\Docs\AkelHelp-Eng.htm".
примеч. Поскольку русская справка у вас свежее, то ответ на вопрос "что было выбрано в AkelUpdater-е" очевиден.
