Очень нужна опция сохранения файла в формате big endian для кодировки UTF-8 (как это сделано для UTF-16)

У UTF-8 не существует ни Little Endian ни Big Endian. http://en.wikipedia.org/wiki/Unicode#Unicode_Transformation_Format_and_Universal_Character_Set
